In a large mixing bowl, combine the crumbled feta cheese, softened cream cheese, chopped mint, parsley, lemon zest, lemon juice, garlic powder, salt, and pepper. Mix until well combined and smooth.
Preheat your oven to 375°F (190°C). Carefully lay out one sheet of phyllo dough on a clean surface. Using a pastry brush, lightly brush the sheet with melted butter. Place another sheet of phyllo on top and brush with more butter. Repeat this process until you have layered 4 sheets of phyllo dough, keeping the remaining sheets covered to prevent drying.
Cut the layered phyllo into 4 equal rectangles. Place about 2 tablespoons of the feta filling near one edge of each rectangle. Fold the sides of the phyllo over the filling, then roll it up tightly from one end to the other, creating a log shape. Place the rolled phyllo seam side down on a baking sheet lined with parchment paper. Brush the tops with more melted butter.
Repeat the process with the remaining phyllo sheets and filling. Bake in the preheated oven for 20-25 minutes, or until golden brown and crispy.
