Ingredients
  

2 cups all-purpose flour

2 cups granulated sugar

3/4 cup unsweetened cocoa powder

2 teaspoons baking soda

1 1/2 teaspoons baking powder

1 teaspoon salt

2 large eggs

1 cup whole milk

1/2 cup vegetable oil

2 teaspoons vanilla extract

1 cup boiling water

1 cup semi-sweet chocolate chips

1 cup heavy cream

8 oz cream cheese, softened

1 cup powdered sugar

2 cups chocolate ganache (made from: 1 cup heavy cream and 1 1/2 cups chocolate chips for topping)

Instructions
 

Preheat your oven to 350°F (175°C) and grease and flour two 9-inch round cake pans.

    In a large mixing bowl, sift together the flour, granulated sugar, cocoa powder, baking soda, baking powder, and salt. Mix well.

      Add the eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Beat on medium speed for 2 minutes until smooth.

        Carefully stir in the boiling water until well combined; the batter will be thin.

          Fold in the semi-sweet chocolate chips to the batter.

            Evenly distribute the cake batter between the prepared pans.

              Bake for 30-35 minutes, or until a toothpick inserted in the center comes out clean. Remove from the oven and let them cool in the pans for 10 minutes before transferring to wire racks to cool completely.

                While the cakes are cooling, prepare the frosting: beat the cream cheese and powdered sugar together until smooth and creamy.

                  Add the heavy cream gradually, beating well until the mixture is fluffy and has a spreadable consistency.

                    Once the cakes are cool, spread a layer of cream cheese frosting on top of the first cake layer.

                      Place the second layer on top and cover the entire cake with the remaining cream cheese frosting.

                        For the ganache, heat the heavy cream in a saucepan until just simmering. Remove from heat and add the chocolate chips, stirring until melted and smooth. Let it cool slightly before pouring it over the frosted cake.

                          Allow the ganache to set at room temperature before slicing the cake.
